  1. Install voced, a free Chrome extension, and sign in.
  2. Open any YouTube video.
  3. Pick your language and a voice in the player panel.
  4. Enable dubbing — the translated voice plays over the video in sync.

It works from the video's subtitles, or from its audio when captions aren't available — so almost any video can be watched in your language.
